The Standing Committee on Environment Planning, Transport and City Services is currently seeking submissions for its Inquiry into the Planning (Territory Priority Project) Amendment Bill 2025.
The Bill seeks to amend the Planning Act 2023 to automatically classify public housing and public health facilities as Territory Priority Projects, removing third-party appeal rights to the ACT Civil and Administrative Tribunal.
The intention is to remove barriers to reduce delays in the delivery of public housing and key health infrastructure. While these are worthy projects, removing third party appeal rights is a significant change to the planning system and one that should not be undertaken lightly or without careful consideration.
The committee would like to hear from a wide range of stakeholders including anyone who may be affected – either positively or negatively – by the proposed amendments. This could include developers, industry representatives, experts, community organisations or individuals.
The terms of reference are available online here and submissions to the Inquiry close this Friday 21 March.
Please email your submissions to LAcommitteeEnvironment@parliament.act.gov.au. Extensions may be requested.
